Weather and climate extremes are the most prominent sources of agricultural yield and production variability that affects the livelihoods of over 2.5 billion people. Climate change is already having significant negative impact on food security due to greater frequency and intensity of droughts, storms, floods and heat waves. The most direct impact is reduced production, which cascades along the entire value chain, affecting agricultural growth and rural livelihoods, and placing all four dimensions of food security (availability, accessibility, utilization and stability) and nutrition at risk.
Appropriate actions to reduce impacts of weather and climate extremes need to be scaled up to build resilient agri-food systems. Agricultural innovation systems at national level are central to increase the effectiveness of these actions. Innovation systems in this context refer to a network of actors together with supporting institutions and policies that bring existing or new products, services, processes, and forms of organization into social and economic use for reducing the risks and building resilient agri-food systems. The network of actors may be individuals, organizations and enterprises that provide specific or combination of products and services. Policies and institutions shape the way that these actors interact, generate, share and use products and services.
The special issue focuses on the role of innovation system actors (e.g. farmers, local communities, civil society organizations, entrepreneurs, agricultural research, education and extension systems, bridging institutions and local and national Governments) in building resilient agri-food systems to weather and climate extremes. The role of regulatory and policy frameworks that provide enabling environment and facilitate linkages among the innovation system actors, coherence between science and policy, promoting access to finance and risk transfer mechanisms are covered.
Indicative topics for consideration:
This special issue welcomes innovative ideas and high-quality review and research papers showing fundamental and applied research and case studies on the “Innovation systems for building resilient agri-food systems to weather and climate extremes”. The specific topics may include role of various innovation system actors in co-developing, testing, implementing and institutionalizing actions related to the following.
- innovative approaches and methods of assessment of risks, vulnerabilities and impacts,
- action oriented risk and impact monitoring and early warning systems,
- functioning information and communication networks,
- risk and vulnerability reduction measures, emergency preparedness and response,
- best practices and innovative technologies (e.g. remote sensing, smartphone applications, drones, artificial intelligence), and
- policies, strategies and relevant standard operating procedures.
